What is the "" symbol on the Paypal developer page?

That weird symbol really catches my eye whenever I visit this page:
https://www.paypal.com/Certification/dc_index.html

Its been bugging me for a week and I tried to find out what it is with no result....any answers people? Is it a coding error or somethin'?

Someone coded it on a computer that uses a foreign language.

Someone I know uses Russian windows. Whenever they code, the "" is inserted at the beginning of the file.

The only was to get rid of it is to manually remove it in Shell.

Thanx for the reply...It was a very curious thing for me...

But a few hopes of mine were kicked out...I got very imaginative and started to think it was some-kind of hack-code or something, similar to the 'pi' symbol in the movie "The Net"(Sandra Bullock)...🙂

It is almost certainly a Unicode BOM (byte order mark) that is used at the beginning of files using a Unicode character set. Some text editors will automatically insert it, even when it is optional, such as with UTF-8 encoding. It will do ugly things with your PHP files, so generally speaking you want to configure your editor not to write it for UTF-8 files, or make sure you are saving as plain ASCII text.
