I'm wondering how does it works
an URL like this

is it an other way of rewrite ?
I've no idea 🙁

Well, you can rule out a static file since you can leave off the ',00' and even change the '0,' in the beginning to '1,' yet the article still loads.

In other words, yes, it's most likely some type of rewrite where the different values could represent anything - an article id, datetime, etc.

Do you think it's a better rewrite ?

I mean is it better than an url

for the search engine for instance.

Neither do I. Who knows what the different numbers mean, other than the developers of the software that website is using? It's obviously not as clear as a link such as article.php?id=123456, but then again that doesn't really matter to us, the end-user. All that matters is that the software that they wrote can understand that link perfectly fine.

And in the end, that's all that you should really care about, too. Perhaps the URL should give some information about the contents that it links to, but then again maybe not.

A URL for a webpage is like a street address in my mind; a street address can tell you exactly where to find someone's house, but it doesn't describe the house to you in any way. There are numerous other elements that you should be concerned about in terms of search engine ranking; the URL shouldn't play a big part, but rather the content behind the URL.

I agree but when I saw a new 'solution'
I become very curious to know how it works
so I ask for it 😉
Now if I think to it I can figure out
that the commas are used(may be) in place of
the slashes so it is a 'simple' rewrite.

and then again, they migt just pop the whole URL in a processing page, and explode by the comma's. there is no way of telling.

It will not make a massive difference to getting your page indexed. This will probably be treated as any normal URL, just like the slash-separated version.
