I am looking to create a domain registration script. Can someone point me in the right direction? Being an offical registrar is irrelevant in this scenario. Please assume I have access to the different registry databases.

I do not know what country you are trying to do this in, but in many countries, domain registration is done on paper. I can't say for sure about the United States, though.

I know at least in Italy, the process is this:
1. User visits registrar's website
2. User buys a domain
3. Registrar gets a notification that the user is trying to register that domain
4. Registrar sends a letter to Italy's domain registration service, who then electronically register the domain in the user's name.

I did a few Google searches about this and found no information. Maybe try calling GoDaddy customer service and asking them point blank... couldn't hurt, right?

You can look around at the registrars like GoDaddy or NetworkSolutions and see if they have an API you can use to create your own registration service through theirs. That'd be the easiest solution. Anything other than that and it's outside the scope of PHP since you're dealing with corporate businesses and joining the ranks as a "new comer". Many people just use the APIs to allow users to register domains via them; however, they either don't own the domain, or it's transferred to them after 1 year.

To expand on that, there definitely are registrars that offer "reseller accounts" which allow you to offer domain registration through your own site. If you open one of those, you might have some new tools that would make a domain registration script possible, but I still kind of doubt it.
