PHP/HTML Coding Help on a Website

Hey, my first post here, and I needed some help with coding part of a website.

So here's my problem. In Part A of the website (in the picture) there is content that needs to stay the same, even though the page has changed. And I need to have it so that that content only needs to be edited once. How would I go about doing that. (By the way, Part B is content that I don't need help with and will change from page to page.) (Also the page is coded in HTML at the moment.)

You can do this in a number of ways. If you use a WYSIWYG editor (dreamweaver, etc.) you can set up a template that you can use to create your pages with. The other way to do this is to separate every element into scripts and include them in each page. So for example your sample page would have a top navigation script, a current events script, etc.. When one area changes you only have to update or change that file instead of every page on the site. You can do this by using the "include" function. Then once you establish a page with all of these includes on it, you can save that file as your template and use it as your staring point with each page making sure to save the new pages with a different name to make sure you dont overwrite your template.

There might be a more efficient way to do this but when you dont use a WYSIWYG editor a site change can be a tedious task.
