Help with dynamic list

If someone has any ideas or could point me in the right direction, I would greatly appreciated it.

What I'm trying to do is create a listing(drop-down or actual listing) of information obtained from CSV files that will be imported into a mysql database. The CSV is a huge file of car mpg figures/info from fueleconomy.gov.

It goes something like this
2008,Ford,Focus,25,37,etc...
2008,Ford,Fusion, I4,24,29,etc...
2008, Ford,Fusion V6, 22,28,etc...

I'm working on a MPG Tracking web-site. What I would love to accomplish is a user can add a vehicle to their registration(or multiple vehicles, but that isn't the issue I'm having). I would like a user to add a vehicle by selection 2008 -> Ford -> Fusion I4 and pull all relevent information based on that.

The problem I'm having is the dynamic lists I know how to create all pull data from different tables, rather than fields. Is this even possible? In the list, there are tons of each (i.e. Honda shows up tons of times for each year, and each model).

I'm planning on going back to 1997 (which is earlier the EPA has with this format for their CSV sheets).

There's absolutely no difference between generating lists from different fields of one table and generating lists from different fields of different tables - except for the obvious one where the table name is the same in all of the queries.

The matter of "tons" of duplicates could be dealt with by using SELECT DISTINCT in the query, or array_unique() on an array of the results.
