PHP script is jacking up my site

Ok, I can bumble my way through HTML but, I had someone in India create a templated website for me to alter when I wanted to. I went to the cpanel.php to add some information & when I went to save it, I got this message:

Warning: fopen(data/settings.ini) [function.fopen]: failed to open stream: Permission denied in /home/elementmedia/www/BENZENCANCER.COM/functions.php on line 50

I have no idea what that means or how to fix it. I had someone tell me:
It means that you have a script in a file called functions.php htat is trying to read a file called settings.ini which is located in a directory called data. For some reason, permission is being denied to open the settings.ini file.

It may be that permissions on the file or its directory have been changed.

But, how do I fix this?

Well, you'd need to adjust the permissions on settings.ini so that the user account that PHP runs under can access the file.

How specifically to do this would depend on what access your host gives you. Do you have the cPanel software or shell access? Alternatively you could try setting the permissions with an FTP client.

Precisely what permissions the file needs will again vary with differing setups. If you're chmod'ing the file, you might try 755 (or rwxrw-rw).
