importing text to DNS...Code

Hey all,
I have a text file which has IP address and host name as well as mac address.Is there any way we can import that file into DNS and at the same time updating DHCP .??How can I do so?I am looking for a script which can do that. ( as I really don't have any idea how can I do so n I don't wont it to be manually done.) .DNS is running on Windows.

Thanks for the replay.
Let me give me you further details. We have changed IP address of the all PCs in the workstation. We have one text file which contains IP,Hostname and MAC address.
We are running DNS on windows . But Automatic DNS Updates dint work properly. So I am looking for some code which can import from that text file and do udates as well as updating the DHCP at the same time. Script can be any thing , I mean java script,VB script , Perl , PHP or any thing.
And I dint have any idea how to do so..
