I'm relatively new to PHP/SQL too, having had about 2 weeks of intense reading/practice.
I understand the concept of what you're trying to achieve, I also think it's quite involved and you're not likely to have an incredibly helpful chap say, "here's how you do it, now get on and make money, don't pay me a penny I insist". I'm afraid you either have to pay someone to do the job or learn a vast amount of information. You might even want to contact companies that have done a similar things, such as www.promap.co.uk who run an ordnance survey website.
I have respect for those with significant experience in any field that hang around to help the less experienced, but you shouldn't expect someone to hand you what you want on a plate. In the same way I wouldn't ask an architect how he designs and builds a house from scratch, but I would ask him what kind of window cills I should use 🙂
With PHP/SQL I found myself having to learn a huge amount just to know what I do and do not need, and you'll probably have to do the same. You have the added inconvenience of learning about secure connections too - I know I wouldn't wanna be you! lol.
