Applying styles to .inc files

Hello, I have a few .inc styles, and they don't seem to be able to use css styles. I have tried putting the css in the php, and the .inc files, but they aren't able to use any of the styles that I apply to them, how would I put styles to text in a .inc file?

If your includes become part of valid html pages, the styles should just apply to them. If they don't you have
- A mistake in your css
- a problem with the location of the inserts

Please post an example - as small as possible- of the code that does not work, including the CSS you use.
