I used to run it a few years ago on a notebook PC with 512MB RAM and a fairly mediocre CPU (at that time, really slow now), and it ran just fine as a local test environment. If you're going to run it on anything produced in the last couple years that runs WinXP or Vista OK, then it probably can handle WAMP just fine. (Again, I'm assuming a local test bed here, not a production server that needs to handle thousands of requests an hour or such -- that's another matter entirely.)
