I have this in the head of my page

this is the site that doesn't ask to install the chinese characters

whereas the old one does
http://www.esma.cn/brief/67.shtml
I noticed that the charset in the old site is
content="text/html; charset=gb2312"
could it be that ? and if it is, is there a way to do the same thing with UTF-8 ?
