Changing the way retrieved data appears?

Not sure if I worded that correctly, but here is the basic idea of what I am trying to do.

I have a website where there are a variety of tables, each table shows different information, one table in general which I will call "RSS" retrieves the current RSS Feed from a specific website, and posts the Article Title, and Link in the table.

"rsslib.php" takes the links and information from the RSS Feed.

I am trying to have what is posted in the table be a specific color (#737A85), and also have the links open in new windows with like _blank.

I have tried a variety of different things to get this to work but have yet to have it work.

Any advice or tips would be greatly appreciated, I have spent quite a bit of time trying to figure this out.

That should be done with CSS, not PHP.

It could be done by setting target="blank" in HTML, but clientside scripting would be a better fit. Again, PHP has no such capability to do this on its own.
