if I was to do this
echo strtotime("10 September 2000"), "\n";
Would it print the time from midday or midnight? where on the 10th?
A quick way to test it:
echo date('Y/m/d H:i:s', strtotime("10 September 2000"));
Which on my 'puter outputs "2000/09/10 00:00:00".
