Postal/Zip code lookup?

I have a list of stores with canadian postal and zip code. my client wants me to do a distance lookup to bring up all stores with X miles from a given postal/zip code.

Whats the easiest way to do this? any example PHP code and postal/zip database I can get? how can I go about doing this?

You're on your own for a zip code database, my company bought ours from zipcodedownload
