how to get computer language and automatic switch to that language

is there an idea ?
... or maybe by ip adress ? ... but here i think i need to have all ip adreses from all countries in a db ....
You want to know the site visitor's language preference so you can serve the site to them in their preferred language. Browsers allow users to say what their preferred language is, and every time the browser makes a request, it sends that information to the server. It does this in the request headers, where it is called "Accept-language". Using PHP you'll find this value in $_SERVER['HTTP_ACCEPT_LANGUAGE'].
