iframe in joomla echoing quotes as squares!

I'm trying to call a php page in the middle of an html page that I call up in my joomla install by using an iframe (mainly because I like the scroll bar idea) and it echoes out my single quotes and double quotes as squares! When I call the php page up itself everything looks fine but when I look at it through this iframe it looks funny. Help?!

Did you try this on multiple browsers (IE, Firefox, Chrome, Safari) and get the same result?
Did you try this on another computer (or different operating system on a dual boot?)
Did you paste contents to the php files? IOW are you sure your single quote is a single quote? Have you manually typed it in?
Are the contents coming from a database? (Unicode)

Not sure exactly what's wrong but those are all questions or debugging that I'd try.

Here's what I have noticed. When I call the text from the database in a text box to edit the single quote is curved. I then delete it and re-type it and the re-typed single quote is straight. I then re-submit it to the database, go back to my front page and it works perfectly. I didn't know you could have different fonts inside of a database.....
