is there a way to do the folowing.

when an admin makes a user for it to automaticly add 3 diffrent files one of them is a php file the others are two images that need to go into the php file this would save me alot of time insted of making all 3 files then uploading them

yes. But the best way is going to require a lot more information

are you really need to save these files ? And what about the modification ability?

in one 1 php file you could make different pages on the fly dependeng on the user's personal values, such as (userID, user level , language)

You would rather think of in this possibility then making planty of new files.
