When i started looking on there I notice someone saying "the learning curve is very steep when you start with paypal".
Sandbox is their test centre to try out all your code without actually paying anything.
They have extensive help files, and the forums there are useful. I'd suggest posting any problems on their forums.
They also have example scripts if you're going to be using their API or IPN stuff.
