encode into real words

I have a bunch of garbled text:

that actually makes sense but i need a way to convert it into readable text through PHP

Its actaully some language words words from:

It works shows on other sites but when i import the RSS it appears with those wierd letters and numbers

The file looks good for me, exept only two rows,

then you have to chance your RSS reader, save that php file with UTF8 codepage.

Before you use rss readers, correct the bleeding login and register script.
