php error reporting by ip address in php ini?

hi, i know you can turn on error reporting by ip address in a php file, but is there a way to do that in the php.ini so only the developer can see any errors?

Are you referring to turning display_errors off and log_errors on, and some of the other error-logging directives in php.ini?
