RSS & Custom XML Tags

I'm new to RSS and XML. I'd like to publish an RSS feed containing a list of tools with specifications. I've reviewed the basic tags. Can I create custom xml tags to contain specific attributes and include them in the RSS feed? How is the structure communicated to subscribers? Thanks

As far as the XML syntax/structure is concerned, you could use any tags you want. But any RSS readers are only going to read tags applicable to the RSS version being used.
