Unfortunately though jt42, this is why we have copyright laws.
You may only be putting it online while in south korea, and you may not be telling anyone the URL, but you can bet your bottom dollar that some one will find it, if it's publicly available, and depending on who owns the site and what country the servers are in you could land yourself in a whole heap of trouble.
Also, the laws covering a copyright violation are applicable to the country where the host is based. So if the site is maintained by a Korean, but the server is based in the USA, then technically that person can bring charges against you using the full might of US copyright law, and thats gonna be more than just a slap on the wrist of the korean authorities.
I understand your frustration at not being able to re-use content provided, i've been there myself, but in the absence of any copyright information on the page or any explicit text that states you can reuse it, then i would strongly advise you to keep trying to contact the author. You may even find that if you do manage to get in touch, that he/she has it in a database that they may just send you, and that will make your job so much easier.
@, maybee i think you where a little harsh my friend. :-) while i share your sentiments, it's better to help guide people than denounce them, people will always make up their mind based on how they perceive what following a given path will allow them to do, and sometimes you have to take the perceived wrong path in order to understand why you should never do it again the next time round.
