Output language issues

I have a database in which the text fields' collation is set to euckr_korean_ci, but when I try to have a page output it, I get nothing but question marks. Said page's charset is also set to EUC-KR. Is there something I'm missing?

SET CHARACTER SET
and\or
SET NAMES

I'm sorry, can you be a bit clearer? Where should I implement that command? I really am a newb in this area -- 90% of what I've been able to implement so far was thanks to Google. Either way, thanks for the advice.

EDIT: Never mind that comment. I went into phpMyAdmin and with some Google searching, tried both commands in the query. No dice.
