So, how far have you gotten? Can you submit a form and then echo the output to the screen? Can you connect to your db and issue queries? I'd suggest using an id to identify london, etc, so the db would look like this:
id | name
1 | London
2 | Paris
3 | Tokyo
then when you create the form, you create your select list so it looks like:

</select>
Then when you insert into the database just insert the number. Be sure to scrub your input.
Here's a short story. When I went to Spain for a year, my Spanish was pretty terrible. Instead of shouting at the Spaniards in English to please speak English, I tried my best in broken spanish to communicate and learn their language. Sure, I made a mess of their language, but since I was trying my best, they were warm and friendly and helped me learn Spanish.
This board is a lot like that. "Help, someone do everything for me!" is not gonna get a lot of helpful replies, because that's the same as going to Valencia on the coast of Spain and screaming in English that you can't speak Spanish. They speak enough english to know what you're saying there, and they ignore you. Try, even a little, and you'll get lots of help. Just bang out some godawful code that barely works and makes babies cry and folks will step right up and help.
