As far as I know, the "~" is purely decorative. The comment is closed by the "/" that looks like it is part of a separate comment block. But in reality, it's all one comment block as once you start the block with a "/", any further occurrence of "/" is considered part of the actual comment text - along with everything else - until you get to a "/".
