Removing junk characters using PHP

Hello,
I am using TinyMCE Editor for entering description. But when it got stored in database, it is taking character � while I press enter during entering text. Is there any way to strip out the junk character from it? Please help me. Thanks in advance.

store the list of characters you wish to remove in an [man]array[/man] and use [man]str_replace[/man] to strip them out

But I am not able to copy & paste that special character in dreamweaver. So, how can I strip it out?
