preg_replace symbols

hey iv been trying to figure this out im not very good with regex/match stuff

was wondering how can i go by removing #,?,& from text.

Basically this text will be going into a <a href=""></a>

i came across this problem- in case one of my users inputs # in their data title it messes up the link. So to be safe i want to just remove any url symbols that affect links.

i use urlencode but when i put it in <a href="url">link</a>

for some reason it already decodes it and its <a href="mysite.com/my-test##" instead of my-test%23%23
