retrieving data from SQL

Dear,
I have data in arabic stored in SQL Table, when I retrieve them through PHP code to the website they appears as Questions Mark "?????????????"

this happens after I did restore to my PC,before the restore everything was going well.... so I don't know what happens

Most likely a character set disconnect somewhere in the process. This article may help.

do you think something was changed in SQL server?
, because PHP code does not change after restore,

do you know how to edit or change the collation name
for the SQL Server in SQL server properties??

I did a test and I found that the problem is from the PHP code and not from sql,
because if I write an arabic message in the php code it also appears as questions mark on the site ???

I write my PHP code using Dream Weaver...

Make sure that the editor you use saves the file as UTF-8 (without a BOM) and that the page is served up as UTF-8 (via a "Content-Type" header/b and -- to make sure -- via a "Content-Type" meta tag in the <head> section of the HTML being output). If you are using [man]htmlentities/man, be sure to use the optional 3rd argument to specify "UTF-8".

I have a problem..PHP cannot understand arabic data from SQL tables.
so php read them as Questions Mark (????????????????) and posted them on my website as ???????????

arabic data in sql tables are readable...
any suggestions please...
N.B: everything was working well until I did restore to my PC.
