Need to make a forum page

Hi, I have a website nearly ready to go, supporting a new puzzle I am making. I want people to be able to write in observations and have them appear as on a blog or any other forum, like this one. What is the simplest way to do this? Can I build it myself with HTML and PHP or do I need something else?

there are plenty of freely available forum and blog applications written in PHP and MySQL. I've personally used phpBB and found it to be pretty straight forward to install and configure.
