PHP reading problem

Dear,
I have a problem..PHP cannot understand arabic data from SQL tables.
so php read them as Questions Mark (????????????????) and posted them on my website as ???????????

arabic data in sql tables are readable...
any suggestions please...
N.B: everything was working well until I did restore to my PC.

thank you for your reply, but doesn't help me,

my problem is tha arabic data in sql table when retrieved via php code it appears as questions Mark "??????????" eventhough if i write these data to a file.
but I can write in arabic in the php editor no problem

Database collation name is : sql_latin1_General_cp1_CI_AS
and the html tag in the index.php is:

<meta http-equiv=Content-Type content="text/html; charset=windows-1256">

Maybe the encoding/charset of the file that is being created is wrong? I am not sure how to correct that if that is the issue though...
