how to create a discussion forum (password protected)?

I would like to install a discussion forum.
The forum should be password-protected, that means the user should register before he can read or post a thread. When the user registers for the first time the administrator can check his identity and give him the right or refuse that he participates to the forum. Any suggestion about a free discussion forum?
