Multiple file upload memory limit

I'm wondering if the settings in php.ini pertain to individual file uploads or the cumulative upload size. For example, if I have a 10 file inputs on a page does each one have to be under the max or does the cumulative amount?

i think its per file, but it would be easy enough to test.
