Hi ,
I have any form for register to my website . save ID / Name / IP / . . . . . in mySql database . i need to flood protect user in my website with time method and IP .
example : each user can only 1 in 15 min registered to my website . If user again register in 15 min show error : please wait for again register 15 min . ( or any error ) after 15 min user can register again .

wouldn't you need to protect against the same user registering twice? After 15 minutes or three days, its not the issue, you need to set up a proper account management system with passwords and user-names, you can verify identity with an email address not that it will stop duplicates, but its a start.

your idea not bad for register page ! but my problem is any form in my website . another example : i have comment form for my article . user can send any comment in one time . this is risk . true way : user can't send any comment in one time . any idea ?

You could set a cookie or session variable recording the last time a message of any kind was sent and check the time in the variable before allowing another action.
