i think it's something simple that I just can't find the answer after googling

i want to find out what is the " ? " is if its converted to the characters,

example, %3A converted to :
and %2F converted to /

I'm not sure how to ask the question right. sorry

This page lets you convert anything using javascript functions escape, encodeURI and encodeURIComponent as well as using php functions urlencode, rawurlencode, htmlentities and addslashes. And of course using their respective decode counterparts.
