Extracting Data from Another HTML Page With PHP

Sorry, I'm very new at this PHP. All I'm trying to do is grab the trending topics from the front page of Twitter.com...

(example:<li><a href="/search?q=%23clubrules" class="search_link" name="#clubrules" rel="nofollow" title="#clubrules">#clubrules</a></li>"

....so I can use it on my personal start page. I have read about regex, eregi_replace, preg, etc. and I just cannot get this to work. It's so simple I'm sure, but everything I have tried it just gives me error after error. If you could get me on the right track, I'd appreciate it.

Unsurprisingly there is a Twitter API which would be the preferred way of getting information from Twitter. With a bunch of PHP libraries to use.

Just in case you can't find it..
