I want to handle sms messages sent from mobile phones , and to charge for additional fee when sms is sent , if someone knows how to do this please help

This is a commercial service, just google 'Sending SMS with PHP' or 'SMS PHP Gateway', etc.
This does cost money, and if you aren't prepared to send a decent amount of SMS Messages they may not want to speak to you.
