Qty Remaining - Dropdown

I have a variable $qty which contains a value (An integer)

Lets say $qty == 8

How can I go about having a dropdown of 1,2,3,4,5,6,7,8

If $qty was == 3 I would need it to be 1,2,3

How would I go about doing this?

Write <select> tag
Use a [man]for[/man] loop (see example 1) to write <option></option> tags.
Write </select> tag.
