Not logging errors

In the php.ini file, I have

error_log = c:\php_errors.txt

and

log_errors = On

The

set_exception_handler("error_handler");

is displaying the error, but nothing is being logged. Am I making an error in the setup?

There is a new setting in php.ini

#default setting
#log_errors = "0"

#enable logging to file
log_errors = "1"

By the way,
I have this in my developing working directory
.htaccess

php_flag log_errors On
php_value error_log _phperr.txt

When I work with my php scripts in this directory
there will be a logfile: _phperr.txt in same directory
where all php errors will be written.
It can be very good help.

I do have log_errors set:

This is in agreement of the comments provided...correct??
