A quick google search found me to the Magento Knowledge Base, and an article on Installing on Windows with XAMPP and WAMP.
I suggest you start there. Magento also has forums where user's specialize.
These forums are generally intended on assisting those learning and/or programming PHP rather than supporting packages, especially those which have commercial variants and/or are mature products.
