Newbie Question

I am a newb to php but I have done some html before.
I would like to make a webpagesimilar to this:

What I want to make is that table, that shows the various info of each person, such as rank, country, etc.
The people in the list are able to log on and update and change their information.
I have searched around but could not find anything about this.
I would just like to make a website where people can log on, and be able to update their details whenever they want, and it will be updated in that table.

Please give me some help in what I should do...

Also, would it be possible to make anoter feature, where each person has a "rating" of 1-5 stars depending. And other people can log in, and vote on each others' rating? And they cannot vote twice, but they can change their mind about their first vote and edit their vote.

Have you read any PHP and/or SQL documentation or looked at any tutorials yet? If not, I would start there. Read on authentication, data sanitation, SQL injection and PHP sessions. If so, post up the bit of code you need help with.
