grabbing a time within a event

I am rather new to PHP,but I am learning.
I want to write a script that will call out a time within a event.

example:

A 100 yard dash.
Person A can run 100 yrd dash in between .56-.59 secs.

How would I program that variance of 3 secs within a program so that the race would actually be random instead of "set" time?

Also how would you call out a time within the race.

The same race if I wanted to call out what he ran at 50 yards and at 75 yards?

I hope I was able to explain it to where it makes sense.

Generate a random number between 0 and (max time - min time) and add that to min. If you need decimals and use a function giving you integers, generate a number D times greater than the above figure, where D is 10 times the number of decimals needed (and then divide by that.
