I am using htmlspecialchars() function when posting data

is there any security issue if I replace html tags again when viewing data???

Why would you want to "replace html tags again"? Generally, you should either store the data in its original form, or store it with tags stripped off. If you store it in its original form, you then display it in escaped form. (You can also store it in escaped form to be more efficient, but at the cost of flexibility.)
