in this script it shows all result but then we press next it's not shwing next results it return with same result and same page

In beginning, setting the $offset
might work better like this.
We get the value from URL using $_GET['offset']

// if $_GET['offset'] in URL then use this, else offset = 0
$offset = isset($_GET['offset']) ? $_GET['offset'] : 0;

How do you mean? mem_id will be different in every row of your table so you couldn't know which to pass through from one page to the next?

Also your check to see if you want to have the 'PREV' link is only going to work if offset is '1', isn't it? Surely you mean if offset is != 0? You may find your code easier to maintain if you instead pass a page number through instead of an offset and then multiply that out for the query.
