create announcement page

I want to create some sort of announcement message or page for example when site is under maintenance. Thus when the user attempt to login or type the url manually like register.php or products.php they will be automatically redirected to the announcement page. Any idea? Thanks

Thee easy option
if you can use one .htaccess file for your root
is the let MOD_REWRITE direct all requests to such a page.
Just like we can have 404.html where all errors go

Dont ask me for write the rewrite.
Because I am no good with it. I do not use it.
But a rewrite for this situation
is probably very simple. One line only.

The good thing is, you only have to write announcement page
and keep everything else as it is.
