ftp_put() Function Slow Performance

I recently had to do an OS reinstall on a dedicated box, and ever since then ftp_put() has been really slow, taking 10-20 seconds to transfer a couple hundred kB image file. I tried the script on a shared box, and it is much faster, so the receiving server isn't the problem. I have also tried setting the connection to passive mode, but that didn't help. Does anyone have some suggestions for other things I can try?

What sort of performance do you get if you use a different ftp client?

Well, I said in the original post that I tried it on another server and it works fine so I know the problem is on my server but I can't figure out what specifically is the cause.

I think I've narrowed it down. Other ftp functions such as logging in, chmodding and changing directories seem to take a normal amount of time (no more than one second). I thought the port might be full, but I can wget a file from my server at several MB/s so that doesn't appear to be the problem. Does this new info give any ideas?
