The problem is that: I'm writing to the Tax Office's online reservation system (reservation for what - no matter ;p).
The problem is that we need to authenticate employees without logging and without using cookies.

The idea is that a worker can stick to the system and make changes to their bookings.
We do not want to have to memorize subsequent logins and passwords. On the cookie is not working, because after leaving the system must authenticate again.

Any ideas?

Do you only not want to use cookies, because you cant make them work? As cookies sound like the answer. Then again with so little information, i can only guess.

Another question would be... are these employees/workers going to be using this website from within a corporate LAN? If so, you could implement an SSO (Single Sign On) type of authentication that passes your script their Windows account name (e.g. the domain account they used to login to the computer) which you could use to automatically log them in.
