boss wants me to make an online exam that customers can take

so my boss wants his customers to be able to take an exam on his website and have the results along with a certificate of completion e-mailed to them. this is way over my head, i just dabble here and there but i think i need to use php to do this right?

can it be done at all? thanks in advance for your help and suggestions.
