Table displays differently when IE Compatability Mode not selected

I would appreciate any help I can get as I am new to PHP. I have various programs in PHP on my website, but most of the web was developped using Webplus X4. However, when running a PHP script the compatability button at the top of the browser IE 8 comes up and if I select it, the tables, etc are displayed centered on the page which is what I want. If I do not select the compat mode - everything is displayed on the left.

I have tried adding the meta tag , but it does not work.

Can anyone assist? I do not want code to display abnormally to users who do not select the compatability button.
