mailshot database website advice

Hi, I am currently looking into designing a site that can

1. Login/Register

2. pay

3. mailshot to list of email addresses in databases

4. email template with relational data which was provided when user registered

The main parts of the site that I am unsure about is

1. mailshot to list of email addresses in databases

im thinking to use php and mysql but im not sure what would be the best way to go about this.

could someone please point me in the right direction to start my project.

don't use php's mail(), don't use a shared host. There are quite a few mailing list scripts available.
