Synchronous CSS customization

There are plugins for browsers that let the user to write new stylesheets for an specific page, such as "Stylish" add-on for Firefox.
I don't know how lenient this is for the website owners, but a user-friendly website that lets a user to create a stylesheet for Facebook, Wikipedia, and other sites with will be useful.
This website creates a simple environment for the user that allows him to change the background, text color, etc. without having to change properties and values per se.
I need to know if there's already a fairly-commented code that will help me through this, or I have to write this from the scratch?

I want to write a PHP program that edits a CSS file and simultaneously displays it, how's that nothing to do with PHP ? 😕

Edit: To avoid implications of the phrase "displaying a CSS file", read the first post.

Thanks for chiming in, but it's something that a high-school student who's taken two classes of Computer Knowledge is completely aware of, nevertheless, Someone who has set up three different PHP softwares.

comp-sci at high school? lucky you, the closest i got was learning (forced, badly) to type on a manual type writer a high school.

any way most of the smart kids know which forum to post in :p
